My E-Mails Rejected IMMEDIATELY and With No Sender Name

Several weeks ago I sent an e-mail to someone in my address book and the
e-mail was rejected IMMEDIATELY by my server. Upon closer examination of the
SENT e-mail, I noticed that all the headers/fields are blank, ie, there was
no sender, no recipient, and no subject.

Today, and for the second time in the past several weeks, I sent an e-mail
to a recipient who is NOT in my address book (but AUTOFILL typed in the rest
of the address) only to have my ISP reject it. And IMMEDIATELY, too. It
didn't take even one second for the rejection notice to come back to me.

I contacted Road Runner (here in Austin, Texas) and they seem to think the
problem was with a 'block' placed on the recipient's e-mail address or a
'third party add-on' which could be causing the same type of think. What
leads me to believe it's Outlook is that the SENT e-mail has no header
information that was included with the original.

I am using Outlook 2002 (as part of Office 2002) running under Windows XP.
