My Outlook 2003 often freezes upon boot-up. Why?

My Outlook 2003 often freezes upon boot-up, I have re-indexed databases,
uninstalled and uninstalled so many times now that I'm convinced that there
is nothing that I can do that hasn't been suggested before. This is an
instance of the error log I receive:
"DCOM got error "%1058" attempting to start the service Iap with arguments
"-Service" in order to run the server: {B0C61A79-0870-4BE4-9
153-9CCAF422E31F} "

I have also received a number of "Fault Bucket error messages.

I use ACT 2005, it's e-mail client and Outlook 2003 but it's virtually
impossible to do that now. I would appreciate a response. Thanks!
