Name surrounded by simple quote

Hi evryone,

Sometimes (for instance when I reply to a mail), recipients names are
sourrounded by simple quotes... Ho to avoid this ??? Because this is so ugly
and it doesn't respect the standards !!!

Exemple :

To : 'Pierre Alexis'; 'Bill Gates'

And I'd like :

To : Pierre Alexis; Bill Gates

I'm using Outlook 2003.

I have the same problem and I wish someone could explain the single quote. I have not found ANYTHING in Help defining when it occurs. I have posted a couple times on the issue, but nobody has an answer.
