NAV toolbar

Is there a way to prevent the NAV toolbar from showing up every time the
Outlook program starts?
I uncheck the box to display the toolbar and it goes away, but every time I
restart the Outlook program it comes back.
I've moved the buttons to the main toolbar and no longer need the other one.

I'm sure it has something to do with the fact that the toolbar is part of an
Outlook Plugin
