Navigation Bar does not work in Firefox or Safari

I set up my web page using Publisher 2003. It works fine in IE8 but the
navigation bar links don't work in Firefox or Safari. Does anyone have any
suggestions?

I was able to find the answer to my problem in other posts. I was using the
master page in Publisher. Once I moved everything the links started to work.
