Navigation bars won't publish

I am using FP 2002. Our webhost is Earthlink which has FP
Server Extensions on their server. I added navigation bars
to all my pages and they previewed fine; however when I
published the pages, the navigation bars were missing.

I've gone back to plain old links as an emergency measure.
Help is greatly appreciated! Thank you.
