Need help with a formula

I am trying to figure out what formula to use to do the following:

Count the number of incoming calls and then to break them down by
Council district (1 through 11). In addition, there are two types of
incoming calls (a "2" or a "3").

So, I must sort by CD and by call type. Make sense. Help!!!! :eek:
