Negligence and Strict Liability Actions list the different between the
two

Negligence is when you ask a question in a newsgroup that has nothing to do
with the question. Strict liability is when you answer a question
inappropriately in a newsgroup (such as by trying to sell your useless
and/or defective product).

Negligence is, for example, failing to adequately state your question
and the details surrounding it, then compounding the problem by
failing to use even the minimal punctuation needed to render your
non-question legible.

Strict liability is because, strictly speaking, you're liable not to get an
answer because of the above.
