Its surprizing!! as it as solved the problem in my system
You can use the work around I used
1. Create a local Mac OS X user
2. Login as that user and open any office application, then close all the
MS applications
3. Go to ~/Library/Preferences/Microsoft/
4. Copy the 'Carbon Registration Database' preference file to a network
share
5. Logout and login as the Network user
7. Copy the 'Carbon Registration Database' preference file from the local
user to the same location for the network user
(~/Library/Preferences/Microsoft/)
These steps have resolved the issue in some, but not all cases.

I am still getting the 16008 error with the service patch applied. I am
running 10.3.5 with the latest fixes. Also we use managed client.
