New Contact Group is not on tool bar in windows Contact

I have Vista Home Basic. I'm wanting to set up contact groups inWindows mail
,but the access to do this is missing from the toolbar.

This group is for the support of OUTLOOK, as in the title.
For Windows mail you could try:
news://msnews.microsoft.com/microsoft.public.windows.vista.mail
