New Form - Same Contacts

I have a designed a new Form using the Contacts Base
form. I have added some extra fields under the general
tab. I want to add them under the Detail tab but was
unable to do so. If you know a way to do that please let
me know.

Also, I want to move all the existing contacts to use this
new form, how would I do that?

You can't modify the Details tab in a contact form.
