New install of Entourage 2004 won't send on POP account

I just installed Entourage 2004 replacing my Entourage v.X (Running
Panther). Since then I can receive my POP account mails just fine, but it
won't let me send. I get an error message that says, "5.0.0 Must issue a
STARTTLS command first".

Any clue what this is and how to fix it?
