new Install of Office 2003 - MsiInstaller pops up all the time and throws events

Hi All,
anyone seen this and know how to fix it?

Problem:
at random times throughout the day and at some times when
i am opening a message in outlook i get the Windows
Installer pop up on my screen. and it says "preparring to
install..." it "prepares" for a long time then installs
nothing. and throws an event.

Detection of product '{90280409-6000-11D3-8CFE-
0050048383C9}', feature 'OUTLOOKNonBootFiles' failed

I have tried:
1. uninstalling and re-installing office
2. repairing office
3. uninstalling and re-installing Active synch (pocket PC)
4. Office update - which fails at the detection phase and
throws the same event.

does anyone know how to fix this?
