New Mail Notification

I am running Exchange 5.5. I have a few users who receive false new mail
Notifications. A new mail notification pops up and the unread mail icon
appears in the system tray. My users are using Outlook 2000 and Windows
2000. I have checked all folders and new mail rules. The message pops up
but no new mail has actually arrived. Any ideas?
