Nobody gets the mail!!!

When I, and four other people so far, send an email to a group of people (15 or more; up to 30 tried) either entered directly or via a distibution list it often is not received by anyone on the list. This happens about 3/4 of time and no error or response message comes back. Sending the same message to the individuals or to only 5-6 at a time works every time

So far this has happened with five different users, Outlook 2000 and 2002, Windows 2000 and XP, Road Runner as the ISP and Blueridge cable as another ISP, and at three different locations. No exchange server just straight internet mail sent directly to the ISP's SMTP server. The only commonality I can see if Outlook but the versions are different

Anyone have any ideas
