Normal.dot changed when closing outlook

I have the option to prompt to save Normal.dot template.

Everytime Outlook 2003 is closed it says my Normal.dot template is changed.
I realize that maybe it is because it adds a toolbar, but just wanted to ask
and see the real real reason.

Also my toolbars in word keep changing the e-mail one becomes activated
instead of the standard one, etc. Why would that be?
