Not able to run movie in action box on web page

I am runing FP 2002 and when I try to run a java movie
(.swf) in a action box on a web page, nothing happens. I
can see one frame of the movie and the words "loading",
but no motion and no sounds. I am not sure how to call in
the movie, ie... web component, import, hyperlink???

Will the movie run in FrontPage in my computer when
installed correctly or must it be uploaded to a server?
