Not Junk going to Junk

I am getting emails from a certain address, the address is on my "not junk"
list, messages from this address sometimes go to junk mail, sometimes to
in-box, anyone know why this is?
It's an Exchange 2003 account.
Thank you.

Thank you.

Neither Entourage 2004 nor 2008 keep a "not junk" list of addresses.
They do have a Safe Domains list where you can add "example.com" and
prevent the Junk E-mail Protection filters from flagging messages. Have
a look at Tools --> Junk E-mail Protection...

Also, messages from users with addresses in your Entourage Address Book
or Contacts list should be safe from flagging as well. The address in an
E-mail message must match one in the contact's list of addresses.

The fact that your account is an Exchange account should be irrelevant
but since your servers probably already have extensive junk mail
filtering blocking messages before they get to you, you should be able
to lower Entourage's Junk E-mail Protection to Low or None to further
help reduce the false positives.

Hope this helps!
