Not notifying when message read

The checkmark in Tools - Options - Email Options -
Tracking Options - Read receipt is checked but I do not
always get a read receipt, just occasionally. Is there
anything else I need to check? Thanks.

No, note that a read receipt requires interaction of the receiver and must
be supported by both the receiving client and the mailservers.

There's nothing you can do if the recipient has disabled sending receipts.
