Not Sending All Meeting Request Responses

We have someone here who will reply back to meeting requests and choose to
send the response to the organizer, yet the response is not sent. It will
show as None for response for the meeting organizer. However, there are
other people that this same person will respond to their meeting requests and
send the response and the response does go through. How is this possible and
how can it be changed to send responses to everyone as requested?
