number-of-rules limitation

We have Exchange 5.x running with Outlook XP as clients. Users are
encountering limitations on number of rules they can create (or on total
size, maybe) -- even if most of that rules are running on a client side.
Right, it happens around 40 rules.

Any clue on how can we resolve this? Maybe moving some rules to server side
or vice versa?
