OE blocking access to attachments- Please help!

Go to TOOLS then to Options......under Security there is
a box you can uncheck that allows the attachments to come
through

Outlook Express is systematically blocking access to any
attachments sent with an email. What can I do to change
that? I would really prefer to scan the stuff myself
with Norton and make the call as to whether I think it's
okay to open them. Please help!!!
