OEM versions

My wife wants to buy Publisher 2003 (we currently have a copy of Publisher
97). When I do a search on PriceGrabber or other best price search sites,
some OEM versions keep appearing. And with prices in the $80 range for what
they all claim is a new, authentic, and registerable copy....
They say the only difference is that there is no box or instruction manual....

Does anyone have any experience, caveats, etc, on buying an OEM version?

OEM (Original Equipment Manufacturer) versions
are what would be included in a software package
that comes with a new computer...and are intended
to be installed only on that computer.

And BTW...Microsoft offers no support for OEM
software.
