Office 2000 html bug - charset not recognized

I've found the following bug in Excel & Word 2000 (9.0.6926 SP-3).

If html file includes the following definition

<meta http-equiv='Content-Type' content='text/html; charset=***'>

(***=any charset),

the charset will be not recognized and both Excel and Word will display
gibberish.

Still, replacing the inverted commas with a quotation marks will solve
the problem:

<meta http-equiv='Content-Type' content="text/html; charset=***">

how are you generating that line in the pages.
The default (open new document use File=>Web page Preview
then view source) is to use a (double quote) " rather than
a (single quote) ' .

english + a lot of MUI's installed
how are you generating that line in the pages.

I'm downloading it from some web site
The default (open new document use File=>Web page Preview
