Office 2003 Custom Installation Bug

I'm creating a custom installation (MST) file to deploy Office 2003
Professional to my domain. In the MST I've disabled Access, InfoPath, and
publisher. Everything installs OK and is good.

After installation I go to the add/remove programs menu and click on the
change button for office 2003, then click add or remove feature. All the
products show available in this screen. Access, InfoPath, and Publisher are
not grayed out. It allows you to put a check box next to the product and
click finish. The installer goes through its process and exits
successfully. The thing is it doesn't do any thing. The installer works
properly and does not add the application that was marked "hidden/locked" in
the MST.

So the question, why do these programs show up and are available to check?
Why aren't they grayed out? Is there a way to get rid of them or gray them
out manually?
