Office 2003--New mail--flag for follow up--flag color grayed out

We installed office 2003, but when opening a new message,
click the flag for follow up button, the flag color button
is grayed out. All of us are having the same problem at
work. Could anyone tell me if it's a feature by design
or something is not right?
