Office 2003 Professional and User Accounts

I've noticed that when I install Office 2003, the user account changes from
an Administrator to a Debugger User.
I change it back, then if I install an Office Service Pack or update, it
reverts back
again from Administrator to Debugger User.
This seems like a flaw to me.
Is Microsoft aware of this?
