The Great and Powerful Gates decided you didn't want the OSB and removed it.
You can reinstall the OSB from an earlier version and it will work fine.
Just put in the old setup disk, select add/remove components and uncheck
everything but the OSB. It's in Tools.

Are you sur it works on a computer where an earlier version have never been
installed, and where 2003 is already installed. Don't I have to remove it
first, then install the old OSB and finally re-install Office 2003?

Nope, all you have to do is use a valid copy of, e.g. Office XP. Select the
add/remove features function and unselect everything but the OSB. If you
upgrade with 2003, it will remove the OSB automatically. Because...The
all-knowing Microsoftians understand your most intimate needs better than
you yourself do. And they know that, in your heart-of-hearts, you don't want
the OSB.

What makes me rather reluctant to use the method you suggest, is that after
unselect evrything but the OSB, the setup is ready to install 21Mo....it
doesn't install only the OSB! and I am afraid it overwrites Office 2003

I've done it several times for my own systems and for clients. It works
fine. I first did it on a suggestion from Millie Staples, one of the most
respected posters here. If you have truly "unselected" everything but the
OSB, Setup can by definition only install the OSB. If you miss something in
one of the nested menus, of course, that will install and perhaps overwrite
something in Office 2003.

Cheers,
John
