Office 2007 Add-Remove Features Broken

I've got 2 machines that have Office 2007 on them. Just recently I went
to the hard drive based installer folder and started Setup. I was trying to
add a feature. To my surprise the Add-Remove function failed. I tried the
same action on the other PC and found it also would not complete any
Add-Remove feature session.

Always fails with "Error 1706: Setup cannot find the required Files"

Thought it might be an issue with the MSOCache folder and so tried the
Listool but all the settings seem correct.

Anyone seen this type of failure ? I checked for an MS KB article but
couldn't find any matches or similar failures.
