Uncheck SPA in your Mail Properties

SPA is not checked. I will double check this when I get home. Here is the
deal I setup a pop3 accounts to be able to download and receive my webmail.
Monday night it was working fine and then Tuesday night when I tried to check
mail I received this error many times. but When I open outlook it told me
that outllook office was offline. I talked to MSN and they told me they had
no answer to this problem and to wait for 24 hours.

That's not a POP3 error message - it's for Hotmail. Do you have a Hotmail
account in Outlook?

Are you sure that the error message reads OX800CCCFO? Could it be
OX800CCCOF.
Please post back on this.
We have 3 possibilities on the latter but not on the one you posted.
