I just installed Office XP on a new computer. How to I
make the Office ToolBar appear?

Linda,

You'll need to actually install the Shortcut Bar. The default installation
for Office doesn't include the Shortcut Bar. Re-run setup, do a custom
install and select the shortcut bar.
