OL 2003: compose new email: cursor jumps down to body of message

When composing a new email in Outlook 2003, the cursor immediately drops down
to the body of the email. On all other PCs in the office, the cursor stays
in the To: box. Is there a setting to tell Outlook where to initially put
the cursor when composing a new email?
