OL2000 phone number format

My Contacts file formats phone numbers in random style. Sometimes Long
Distance numbers are shown as +1 or just 1 and seven digit local numbers
sometimes end up with the area code added.

Its more of a cosmetic thing because we don't often use the dialer
function.

I have been through the KB's and the only thing that seems to work is
using " marks, but it makes the page look like...
