OL2000 Rule Only Fires on Startup??

I have a rule (one of three) that tests for a specific
sender, words in the subject or body, and then should
send a message. The rule works fine, but only if I first
close and restart Outlook and then it only works once.
Sometimes it also works immediately after it has been
setup, and then only once. I have tried setting the "No
more rules" option but no luck. I have also tried
disabling the other rules with no positive effect. Mail
is coming in from a POP server.

Can anyone help me understand how to make this work
consistently?
