OL2002 Failing to Send

Hi,

I'm having a rather strange problem with Outlook. The first email that I
attempt to send after opening outlook will succeed, but all subsequent ones
will just sit in the outbox, and Outlook with report timeout errors on them.
Closing and reopening Outlook will typically allow the first email in the
outbox to be sent, but occasionally the email has to be opened, and the send
button clicked again. I have enabled logging, and it's failing at the same
point each time. Outlook will send "MAIL FROM: ..." and the server will
reply "250 Sender ok". Outlook however appears to be ignoring this reply,
as the log shows no further activity for a minute, at which point Outlook
sends "RSET" and abandons the attempt.

I use AVG antivirus, but have disabled email scanning within that with no
success. This is a clean install of WinXP / Office XP. I've tried all the
standard locations, Google, MSDN library etc.

Any advice on what might be causing this would be very much appreciated.

As an OT aside, is there any way to report bugs in Microsoft software
without having to pay for it? Obviously, this is not necessarily a bug, but
there is a problem I'm having with Word that definitely is, and I object to
waiting 30mins on an 0870 line.
