OL2003: network speed

anybody knows if it's possible to disable the network speed detection on
OL2003? (e.g. forcing it to always fast).

Open Outlook and select File | Cached Exchange Mode and select the bottom
option to disable the downloading of headers.

I don't have such option in the file menu. Mind i am not using an exchange
account, only pop3.

The thing is that the send/receive operation in OL2003 is significantly
slower than in outlook 2002, especially when i am on a dial-up. In the
latter case, OL2003 will take 4-5 seconds per-account to check mail.
