OL2003 Rules and Junk Mail

Which are processed first? OL2003 Rules or the Junk Mail filter?

I have tuned my rules to move most known good mail to another folder. I then want to be very agressive at moving suspected junk to the Junk E-mail folder. Everything that is left in my in-box I'll have to look at closely.
