OL2003 v. Word 2000 - "The system cannot find the file specified"

I have 30 users running OL2003 and OfficeXP on WinXP. Email is serviced by
an Exchange server on SBS2003.

A few users receive "The system cannot find the file specified" when
attempting to open Word docs sent to them as attachments.

-The file can never be opened with a double click,
-The file can intermitantly be opened with a right-click, open, and
-The file can always be opened if it is first saved to the local HD.

I have attempted:
-repair of both OL2003 and OfficeXP installations
-HD format and clean install (due to drive failure)

The problem did clear up for a few days after the clean install, but
reappeared.

Any suggestions would be appreciated. The problem seems to be spreading
with no other software changes on these PCs.
