Online Outlook tranfers data twice when opening attachments?

We have only just implemented some tools to monitor traffic. We noticed that
an Outlook2003 client downloads the data twice when opening an attachment.
First when opening the email then second when opening the attachment. The
patterns and size of traffic are extact. Can someone tell me why this is and
can the behaviour be changed?

Config is Outlook2003 client running online (no sync) Exchange2000. This has
also been tested on Outlook2007 and Exchange2003SP2 with same result. This
was noticed on a 1Mb Frame Relay link.

We don't use offline files for security and data integrity reasons.
