I HAVE TRIED THIS OPTION AS YOU SUGGESTED. THERE ARE 3
OPTIONS, ALL I TRIED RESULT IS SAME

MY PROBLEM JUST REVERSE AS MENTIONED IN THIS KB197164

Check and see whether your forward settings are to include the original
message.

Don't know the exact location of the settings for OL98 but it can't be to
far of from OL2003;

Tools-> Options-> tab Preferences-> button E-mail Options...-> section On
replies and forwards.
Default is Include original message text

Have you tried setting both clients to Rich text formatting?

As a possible workaround I would suggest creating a new e-mail message and
sending the original one as an attachment. If the formatting from the
original message is the problem this will probably still result in empty
e-mail messages :-S

Give it a try and post back your findings!
