Open Office Document & New Office Document?

I had set Office 2003 to show the "Open Office Document" and "New
Office Document" icons according to this:

I did an upgrade to Office 2007 Ultimate and it retained all my
settings except these two items were missing and I had to do the custom
setup again to get them back.

Is this normal? It seems to me that custom setup information should be
retained, shouldn't it?
