Opening a new window for a hyperlink

I have a drop-down select list in a form. In order to keep the field
size reasonably small the list itself shouldn't be much more than a
short code. To give the user a hint on what these codes mean I'd like
to put a hyperlink on the field label, referring to a different page.
It would be nice if the referenced page opened in a new window. I know
how to cause a button to open a new window with a specified page
displayed, but a button beside the field would seem strange. Is there
a way I can do it like a hyperlink?

Insert a text link next to the drop down menu and set the frame target value to new window.

Thanks, Thomas. I'm sorry, but I don't understand. I don't have any
frames. Running through this:

I select the hyperlinked text beside the dropdown menu,
Right-click, select Hyperlink Properties
Select Target Frame, then New Window.

At that point there is a field Target Setting with a suggested value
of _blank. What should I put there?

Would you mind sending me the HTML snippet for this when done right?
