opening hyperlink in email messages

can not open hyperlinks when viewing messages in outlook.
My system reads; operation canceled due to restrictions
on the computer, contact system administrator; thats me.
How do I turn this back on.

I am having the exact same problem in outlook 2002 and in word 2002. Hyperlinks are working fine in OE.
I don't have this problem on my laptop.
I have looked everywhere I can think of for a solutuion with no success.
Any help will be much appreciated.
