Opening windows maximised in Outlook & Explorer

Is it possible to make my PC always open any window in "Maximised" Format. I
am constantly having to maximise windows that open, especially in Outlook. I
have a 19 inch screen and Outlook often opens up with a very small window,
about 6 x 4". I find it really frustrating having to change things before I
can carry on working. This also happens quite a lot with Explorer. Sometimes
they all open OK, but most of the time, they don't.

results are spasmodic. Is there some procedure Ican use to always "Make It"
happen every time. At one stage I was advised to always close with
'File/Exit', but that only works some of the time.
