Organize Rules not firing

I have created a rule that does not fire when a message
comes in to my inbox, yet if I Modify the rule, and then
run the rule on my inbox as I'm saving the rule, it clears
out that message that came in to my inbox. It is my first
rule listed, so it should not be in conflict with other
rules.

Please let me know if anyone has suggestions, or any in
depth trouble shooting resource.
