Organize > Using Colors -- Dropdown only showing 1 color

Windows XP Pro, Outlook 2003

Tools > Organize > Using Colors

I only have the option of "Red" as opposed to having a complete drop down of color choices.

Any idea what is causing this? Any help would be appreciated! :)
