Outlook 03 Biz Contact Mgr question

My new laptop from Dell has Outlook 03 installed however
there is suppose to be a Business Contact Manager menu at
the top near tools,actions, help etc OR under the new
button when clicked, thats according to the tour in the
Biz Contact Mgr program. I have neither does anyone know
what I may be missing here? I am NOT on a business
network, could that be the problem?
