Outlook 03 set junk to filter all but safe not working?

Want to send everything not set as safe to junk email, options set and
applied ticked contacts also but everything going to inbox only the odd item
(not junk) going to junk?

Do you have any other rules defined which might be sending those messages to
other folders?
