Outlook 2000 and Norton Internet Security - Paste Disabled

I helped a friend install Norton internet Security (against my advice of
just AntiVirus) and now when he tries to paste an email address or text into
the body of an email, the paste feature appears to be disabled. I had him
check all his security settings in Outlook and IE If he sets the Local
Intranet to default, it will let him paste one time and then it is disabled
again. Running Win98, Outlook 2000.

Any suggestions? Of course, Symantec has nothing on this.

where is he getting the text from and is the message form already open?
There are instances where some apps will clear the clipboard and I'm
wondering if this is what is happening.

He is using an old version of ACT! and the copy/paste worked until he
"upgraded" from his Norton 2003 to the new version today. It will copy into
Word, so I have checked to make sure it would paste to another application.

where is he getting the text from and is the message form already open?
There are instances where some apps will clear the clipboard and I'm
wondering if this is what is happening.
