Outlook 2000 doens't unload upon exit

Win 98SE, OL2000
No Com Add ins
Auto-Check in box is UNchecked

When I exit OL and bring up task mgr. OL and Mapi32 is still running.
What could be causing this. Checked MS knowledgebase to no avail
